What does the Free Presbyterian Church define as 'important moral issue'?

To answer your question as simply as I can - I would trust and pray, that as a denomination, we would count within the definition, for which you ask, everything and anything that the Bible highlights as an important moral issue.

the free dictionary defines moral as .
1. Of or concerned with the judgment of the goodness or badness of human action and character: moral scrutiny; a moral quandary.
2. Teaching or exhibiting goodness or correctness of character and behavior: a moral lesson.
3. Conforming to standards of what is right or just in behavior; virtuous: a moral life.
4. Arising from conscience or the sense of right and wrong: a moral obligation.
5. Having psychological rather than physical or tangible effects: a moral victory; moral support.
6. Based on strong likelihood or firm conviction, rather than on the actual evidence: a moral certainty.

1. The lesson or principle contained in or taught by a fable, a story, or an event.
2. A concisely expressed precept or general truth; a maxim.
3. morals Rules or habits of conduct, especially of sexual conduct, with reference to standards of right and wrong: a person of loose morals; a decline in the public morals.
What does the bible define it as?
for instance I view the growing drug abuse problem where dealers are targeting children to make them into users as a moral issue.
Does that free presbyterian church share my opinion or is it that as it does not involve sex, not a moral issue?

The Bible contains the moral law of God summarised in the ten commandments. Anything that contravenes this moral code is a moral issue, irrespective of any other definition of morality.
I believe that the Free Presbyterian Church would be in agreement with your comments on drug abuse/addition. For this reason, as a denomination, we employ a full-time worker who seeks to counsel young people and others about drug awareness and also to help those with addition problems.
Chris was a drug addict himself in the past. Thankfully the Lord had mercy on him, saved him and delivered him from his drug addiction. Today he seeks to help others in the same condition with the same message that delivered him.
